The Otago Opportunity

RUC on Rails founder and CEO Adam Johnston joined host Pauline Moore and Dunedin Opportunity Party candidate David Bainbridge-Zafar on The Otago Opportunity podcast to discuss New Zealand's proposed transition to a nationwide road user charges (RUC) system. The discussion explored what the transition could mean for everyday motorists, including the move towards digital RUC licensing, more flexible purchasing options, and the introduction of a competitive private-sector provider market. Adam shared the story behind RUC on Rails and its hardware-free approach to RUC through RUC Pass, alongside insights from the company's consumer research. The conversation also examined some of the more challenging aspects of the reform, including enforcement, vehicle tracking and privacy, regulatory barriers to entry, and the importance of maintaining genuine competition. With the nationwide transition tentatively planned for 2028, Adam also highlighted the need for clearer government timelines to give businesses and investors greater certainty as the industry prepares for significant change.

Our Commentary

Thanks to Pauline and Dave for having us on the podcast. We welcomed the opportunity to discuss both the opportunities and challenges surrounding New Zealand's RUC reforms. While we believe a distance-based charging system is fundamentally fairer, the way it is implemented will be critical to its success. A particular focus of our discussion was the importance of keeping RUC simple and accessible for everyday motorists, ensuring regulatory requirements support genuine private-sector competition, and recognising that enforcement should remain the responsibility of NZTA and New Zealand Police. With significant legislative and operational changes approaching, we also discussed the importance of providing clearer timelines for businesses investing in solutions ahead of the nationwide transition.
