Billing, Settlement & Financial Controls
Government RUC amounts are separated from platform charges at the data layer. GST is applied to platform services while excluding pass-through RUC amounts. This separation is structural, not cosmetic.

While currently focused on New Zealand RUC, the platform is modular by design. Jurisdiction-specific charge logic is isolated from the platform core, enabling adaptation to alternative road charging models.
