RUC OS

Proprietary RUC Management & Transaction Platform

RUC OS is our proprietary platform: the operational backbone powering RUC Pass. Built entirely in-house, it is a purpose-built management system designed to process, govern and reconcile Road User Charge transactions across multiple channels.

Distribution

Channel-Agnostic by Design

Whether a purchase originates from a digital interface, retail counter, kiosk or integrated partner system, the underlying validation, pricing and settlement framework remains consistent.

Unified Pricing Logic

Core pricing engine applies consistently regardless of origination channel. No duplication, no drift.

Channel Permissions

Granular access controls per distribution environment. Rate limits, allowed operations and settlement rules scoped to each channel.

Controlled Expansion

New channels are onboarded through a structured approval process without compromising compliance or operational integrity.

Configuration

Channel Configuration

Every sales channel in RUC OS is configured through a structured creation workflow. Pricing rules, compliance flags, settlement routing and access controls are defined before a single transaction flows through.

Payment Impact
Wrong pricing rules = incorrect charges and reconciliation nightmares
Compliance Risk
Missing PII flags = audit failures and regulatory exposure
Settlement Impact
Wrong ledger routing = delayed payouts to partners

Financial Engine

Billing, Settlement & Financial Controls

Government RUC amounts are separated from platform charges at the data layer. GST is applied to platform services while excluding pass-through RUC amounts. This separation is structural, not cosmetic.

Usage-Based Billing

Transaction levies, vehicle intelligence lookups and configurable pricing rules tracked automatically across billing periods.

Structural Separation

NZTA pass-through RUC amounts isolated from platform charges at the data layer. GST applied only where applicable.

Settlement Batching

Automated batch processing separates government charges from platform revenue with full reconciliation traceability.

Dispute Management

Direct debit terms and dispute workflows embedded within the financial layer. Every adjustment is logged and auditable.

Audit Infrastructure

Compliance & Operational Controls

Traceability is foundational within RUC OS. The platform is designed for environments where oversight is expected.

Full Transaction Capture

Vehicle details, distance, RUC rate, channel origin, timestamp and settlement reference recorded for every transaction.

Role-Based Access

Administrative actions logged. System permissions governed by scoped roles. API keys rate-limited and auditable.

Fleet Reconciliation

Compliance workflows support fleet-level reconciliation, exemption handling and structured audit reporting.

Risk & Fraud Controls

Velocity thresholds, odometer consistency checks, geographic anomaly detection and configurable risk scoring built into the workflow.

Operational Intelligence

Transaction velocity, revenue distribution, channel contribution, regional patterns and API reliability metrics surfaced in real time.

Forecasting & Planning

Transaction trends, seasonal behaviour and channel performance analysed to project future RUC volume and support capacity planning.

Architecture

Built for Production

RUC OS operates as a distributed service architecture designed for resilience and horizontal scaling. The architecture expands across distribution surfaces without re-architecture.

While currently focused on New Zealand RUC, the platform is modular by design. Jurisdiction-specific charge logic is isolated from the platform core, enabling adaptation to alternative road charging models.

The Execution Backbone

Powering RUC Pass

RUC OS enables our platforms to operate as structured, compliant transaction environments, governing pricing logic, processing transactions, managing settlement and providing operational visibility across the full lifecycle of a RUC interaction.
